In a shocking turn of events, Rugh James Cline, a former Florida attorney, has found himself at the center of a controversy involving the exploitation of minors overseas and deported from Cambodia after serving a two-and-a-half-year prison term for physically abusing four children. Thus Cline now faces a new set of charges back in the United States.

The story began to unravel when Action Pour Les Enfants (APPLE), a non-governmental organization investigating suspected foreign pedophiles in Cambodia, discovered Cline’s victims. Disturbingly, these young girls revealed that they were paid $120 each by a lawyer to endure unimaginable abuse.

Following his conviction, Cline was sentenced to serve time in a Cambodian prison and pay a $200 fine. Additionally, he was ordered to compensate each of the four girls with $3,750. However, his legal journey didn’t end there. United States Attorney Maria Chapa Lopez announced that Cline was indicted on multiple counts, including engaging in illicit conduct in a foreign place and possessing child ab*se materials.
Returning To The United States
After completing his prison sentence in Cambodia, Cline was summoned back to the United States to face the charges against him. Making his initial appearance in federal court, he pleaded not guilty to all counts. Recently, he was released on a $100,000 bond under the condition of home detention with GPS monitoring.

Although Cline graduated from Westfield High School and obtained his bachelor’s degree in political science from Texas State University, his legal career has been plagued by setbacks. Ineligible to practice law in Florida for nearly a decade due to delinquent fees, his status had no direct connection to the charges he now faces. In fact, a separate investigation was initiated in light of his convictions in Cambodia. If found guilty, Cline could face severe penalties, including a maximum of 30 years in federal prison for each count of engaging in illicit conduct and up to 20 years for possessing child ab*se materials.
